Every computer runs on an operating system. There are multiple operating systems that can run the computer having specific required hardware. Mostly used operating systems are Mac OS, Windows, and Linux. there are also many operating systems derived from Unix and Linux.

Each operating system has its own software to run. Since operating system structure and hardware requirement is different, it is highly possible that software implemented for one operating system would not run on another operating system. Because of that, there is a big development cost involved to implement different software for different operating systems.

Also, it can be hardware as well, example the same mouse could work on a different platform having USB support.
